菜单栏未出现在Java中

我用所有的变量制作并定义了菜单栏，而普通菜单不会显示。它可以很好地编译并轻松运行，但是菜单栏不存在...我将其放置在错误的位置了吗？Fyi：菜单栏位于代码的顶部附近，底部附近有一些复选框已添加到菜单栏。
